Former Zambia’s Ambassador to Ethiopia and Permanent Representative to the African Union,Emmanuel Mwamba has written to Minister of Defense Ambrose Lufumu demanding the publication of the Memorandum of Understanding (MOU) governing the establishment of the security office of cooperation of the US AFRICOM.

Mr Mwamba has also written to the US Acting Deputy Chief of Mission at the Embassy in Lusaka,John Armiger demanding the public of the MOU.

He says successive presidents;Levy Mwanawasa,Rupiah Banda,Michael Sata, and Edgar Lungu all rejected the United States’ request to open a military base or security office in Zambia.

Mr Mwamba says he has noted both assurances from government and the US Embassy and that it is for that reason that if the sincerity is genuine, the MOU must be published.
