The Non-Governmental Gender Organizations Coordinating Council-NGOCC has welcomed the realization by the government at the highest level, on the need for a legal framework that will enhance women’s participation.

This follows the pronouncement by President Hakainde Hichilema during the Labour Day commemoration in Lusaka on Sunday, where he indicated that he is keen to move forward with constitutional amendments to allow for proportional representation as a way to enhance the effective participation of women and youth in the governance system of the country.

Organization Executive Director, Anne Anamela says any strategies to enhance the meaningful and effective political participation of women should be grounded in the rights-based approach and in law.

Ms. Anamela said what Zambia needs is a legal framework that will ensure 50–50 women and men representation at all levels; including at parliamentary and local government levels.

She says NGOCCC therefore, welcome the proposed constitutional amendments by the UPND administration, and urges a more holistic approach that will enhance the participation of the marginalized groups through the elimination of other vices such as cyber bullying, and political violence among others, that challenge the participation of women.
