Chimembe calls for prudent use of CDF

The Civil Society Organizations Decentralization Alliance Network (CSO DAN) has called on all those entrusted to manage the Constituency Development Fund to follow the CDF guidelines and ensure prudent use of these public resources.

Interim National Coordinator, George Chimembe is hopeful that there will be no unnecessary red tape because this will mean projects will not be funded and implemented within the set timeframes.

Mr. Chimembe is elated that government has managed to disburse CDF to the tune of 805 Million kwacha to be shared among all the 156 constituencies in the country.

He is however, concerned with the cumbersome procedure of submitting CDF projects from all the 156 constituencies to the Minister of Local Government for approval.

He feels such functions should be delegated to provincial and District levels.

Mr. Chimembe has further reiterated his appeal to the Minister and other stakeholders that will be working on the proposed amendments to the CDF Act number 11 of 2018 to revisit this and other provisions to meaningfully devolve functions authority and resources to Councils and other lower level structures.
