Vice President Mutale Nalumango has blamed the previous administration of the patriotic front for failing to provide the farmers in Petauke District with fertilizer on time.
Mrs. Nalumango says the fertilizer was not delivered even though in some cases, it was fully paid for.
She has told parliament in a ministerial statement on measures being undertaken to provide relief food to Petauke District and other hunger stricken areas, Mrs. Nalumango says this is the fertilizer which has caused a shortfall in eastern province and some other provinces.
Mrs. Nalumango says the undesirable situation in Petauke district whereby farmers are only applying top dressing fertilizer now is not a reflection of failure on part of the new dawn government.
