I have left a robust and vibrant ZRA – Chanda

Former Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda says he is leaving his successor Dingani Banda a robust and vibrant ZRA.

Speaking during the handover ceremony of the Commissioner General’s office, Mr Chanda says he’s also leaving at a time when the authority has fully delivered the 2021 revenue targets four months before the end of the year.

He says this was not by accident; but was out of meticulous planning and execution of performance strategies during the COVID-19 crisis.

Mr Chanda has reminded Mr Banda that during his tour of duty at ZRA he will only have two options, to keep ZRA robust and vibrant or; to make ZRA more robust and more vibrant, adding that failure is not an option and has never been an option since 2016.

And Mr Chanda has stressed the need to reform VAT, stating that the country cannot afford a tax that creates debt.

He says if VAT is needed, the government must allow ZRA to refund all due refunds in full, adding that the gross VAT collections are enough to deal with new claims and not arrears.

Mr Chanda says from K8 billion when he last called for VAT reforms, the debt has now reached K36 billion which he says is unacceptable.
