The Foundation for Democratic Process (FODEP) has noted the need to put in place a mechanism of accountability in the execution of Article 59 of Zambian constitution.

FODEP says such a mechanism should also be transparent.

Executive Director Macdonald Chipenzi states that his organization of the view that the uproar that has arisen following the pardoning of convicted defiler musician Clifford Dimba, alias ‘General’ Kanene, is as a result of lack transparency and accountability in the execution of Article 59.

Mr. Chipenzi has told Qfm News in an interview that this is because under this Article, the Republican President has the prerogative to pardon anyone.

He notes that at rate Zambia is moving, it is most likely the nation may one day have a President who will rise up and pardon all prisoners and close all prisons in the country.

The FODEP Executive Director has disclosed that it is for this reason that his organization is praying hard that the people of Zambia realize how defective the Current Constitution is.

He has cautioned people in the country that if they are not careful, the Republican President’s prerogative of mercy will continue being abused to the extent of interfering in the course of Justice.
