Forum for Democracy and Development (FDD) Chasefu Member of Parliament Chifumu Banda says there is need to clear the perception by the public that Members of Parliament misappropriate constituency development funds.
Mr Banda explains that parliamentarians are not signatories to the CDF accounts and therefore have no access to the funds.
Mr. Banda says members of parliament only help to direct the local authority what projects should be considered as top priority.
Mr. Banda who is also deputy chairperson of the committees of the whole house says he wonders how some members of parliament have been caught in the circus of having misapplied the CDF in their constituencies when they have limited powers over the use of the money meant for developmental purposes in their constituencies.
