Zambia Council for Social Development (ZCSD) Executive Secretary Lewis Mwape has accused government of hypocrisy on the issue of holding the referendum.

Mr. Mwape says this is because President Lungu is saying government has no resources to hold referendum and on the other hand Government has resources to make consultations on whether Zambia should pull out from the International Criminal Court (ICC) or Not!

He says president Lungu must realize that the courts are no longer institutions of Justice especially adjudication of higher level cases.

Mr. Mwape says it is therefore premature for leaders to be championing withdrawal from ICC which would be an alternative court to handle cases of Human Rights abuses by government operatives and other high level personalities.

He has however called on President Edgar Lungu to direct every effort  in giving the people of Zambia a full Constitution with Expanded Bill of Rights through a Referendum.

Mr. Mwape says holding a Referendum is more urgent and requires his commitment than making consultations on whether Zambia needs to withdraw from ICC.
