CSPR smells corruption under ‘Conventional FISP’

The Civil Society for Poverty Reduction (CSPR) says the decision by the government to revert some farmers under the E- Voucher system to the conventional Farmers Input Support Programme (FISP) will bring about corruption and ghost farmers.

CSPR Executive Director Patrick Nshindano says the reason why the government came up with the electronic voucher system was to get rid of ghost farmers, corruption, reduce the cost of delivery of inputs among others.

Mr. Nshindano says the decision to revert back is to the conventional FISP is retrogressive.

He says government should also realize that some of the officials frustrated the program because the loopholes they used to steal public funds under FISP were sealed following the introduction of the e-voucher system.

Mr. Nshindano tells QTV News that the officials who took advantage of the loopholes in the FISP must be celebrating because they once again have a chance to engage in corrupt activities through creation of ghost farmers.
