Hamududu says Zambia needs technical leadership

UPND Bweengwa Member of Parliament Highvie Hamududu has observed that the major problem Zambia faces today relates to fundamental governance issues.

Mr. Hamududu says Zambia’s entire governance arrangement requires reengineering and a new mindset beyond mere talk.

He says Zambians should not continue to pretend that things are okay in the country when the opposite is the truth.

Mr. Hamududu who is also chairperson of the Parliamentary Expanded Committee on Estimates has told Qfm News in an interview that if the 2016 national budget is going to deliver its intended purposes, accounting officers in government must start rationalizing plans and expenditure.

He notes that there is too much duplicity among government Ministries at time the fiscal space is constrained.

Mr. Hamududu states that whether the K53.14 billion budget is big or small for a developing country like Zambia, what is important is having a delivery strategy.

He says Zambia can run on a small national budget but still do more with the right strategy formulated out of research.

Mr. Hamududu states that what the country therefore needs is technical leadership that understands how business operates.

He notes that this technical leadership should be one that is able to create an enabling environment for business and facilitate growth of the economy through exports.
