Local Government and Rural Development Permanent Secretary technical services Wisdom Bwalya says there will be no easy access to the Constituency Development Fund without following procedure to access the fund.
Mr. Bwalya has acknowledged that people and other stakeholders have complained of the delay in accessing the funds, but that this is inevitable considering the amount of money involved.
He tells Q-news that the Ministry is dealing with public funds which require procedure to be followed in line with the CDF guidelines and Act, and the Public Procurement and Finance Management Act.
Mr Bwalya says people must appreciate that this is the first time the Ministry is dealing with such an amount of money.
Local Government and Rural Development Permanent Secretary points out that Ward Development Committees have never been exposed to this kind of money and procedures; hence they will need a bit of time.
