Civil Society Organisations decentralization alliance network interim national coordinator George Chimembe has reiterated the call for the decentralization of the issuance of cooperatives certificates.
During the recent press conference at statehouse, president Hakainde Hichilema acknowledged that the mechanism for issuing certificates to cooperatives formed in districts for purposes of accessing the CDF is rigid and inimical to the spirit of the decentralization as the issuance is currently only centralized in Lusaka.
And Mr. Chimembe who has commended the head of state for accepting the rigidness in the certificate issuance process is hopeful that the relevant ministries will work around the clock to ensure that the process is eased, quickened and decentralized.
Speaking q news, Mr. Chimembe notes that the sure way of communities benefitting from the constituency development fund is through forming of cooperatives that can receive funding, hence the need for the process of issuing certificates to the cooperatives to be decentralized and eased.
