Broaden decision making for CDF utilization

Social Scientist Innocent Kolala says the substantial increase in the constituency development fund (CDF) means that decision making on the utilization of the funds should be broad.

Mr Kolala tells QTV news that according to the CDF Act, the Member of Parliament is given power to formulate the CDF committee which is supposed to be looking into the disbursement of these funds, but that the composition of the committee provided for by the law is not adequate considering the increased allocation in the 2022 national budget.

He says CDF committees in some constituencies have in the recent past failed to utilize the K1.6 million allocations, and that there is no guarantee that they will utilize the K25.7.

Mr Kolala says government should have first reviewed the composition of the CDF committee by opening it up to technocrats by including representatives from various ministries.
