Opposition MPs walk out on Justice Minister Lubinda

UPND Members of Parliament today walked out OF Parliament in protest against Justice Minister Given Lubinda’s decision to table Electoral Process and Public Order amendment bill for second reading.

Addressing a media briefing after walking out of Parliament, Leader of the opposition in the house Jack Mwiimbu says UPND members of parliament are of the view that the two Bills cannot proceed for enactment before the Constitution Amendment Bill 2019 is tabled.

Mr. Mwiimbu notes that that this is what he, in his recent Point of Order, also argued that the said bills cannot be presented first because they are anchored on the Constitution Amendment Bill 2019.

He has also recalled that the Speaker had in turn ruled that the two Bills would not go for Second Reading before the Constitution Amendment Bill 2019 is tabled in the House.

Mr. Mwiimbu, who is also Monze central Member of Parliament, states that UPND MPs hold the view that the Electoral Process and Public Order Amendment Bills should therefore be withdrawn before Second Reading.
