Revised land policy to curtail unilateral decisions of chiefs

Minister of Lands Jean Kapata says Chiefs will only be allowed to give out land once they secure 50 signatures of approval from their sub-chiefs once the revised national land policy is put in place.

Ms Kapata says the land policy will also only allow viable investors to own land for a period of only 25 years and that no foreigner will be allowed to own land.

She says the incorporation of the recommendations of the last chiefs’ indaba into the draft national land policy will only be done after further dialogue with the House of Chiefs.

Ms. Kapata says her Ministry’s policy leadership will call on the chairperson of the House of Chiefs to submit a technical response to the recommendations of the Chiefs’ indaba.

She says this will be done before the end of the first quarter of 2019, adding that her Ministry expects to finalize the draft national land policy in the third quarter of this year.

Ms. Kapata has disclosed in Parliament during Questions for Oral Answer session that to achieve this, her Ministry has since formulated a roadmap.

The Minister states that the roadmap includes reconstituting the technical committee which will finalize the editing of the draft national land policy.
