Silavwe wants IMS concession agreement terminated

Golden Progressive Party President, Jackson Silavwe has called for the immediate termination of the Intelligent Mobility Solutions (IMS) concession agreement so as to save the integrity of THE ROAD Transport and Saftey AGENCY (RTSA), Road Development AGENCY (RDA) and the entire government.

Mr. Silavwe has charged that a detailed study of the technocrats’ report on the re-negotiations between RDA and IMS indicate clearly that the IMS concession agreement is a total rip-off with IMS reaping a bumper harvest where they did not sow anything.

Mr. Silavwe reiterates his party’s earlier position that the planned motor vehicles re-registration at a “fee’ by RTSA and IMS is a money making spinner steeped in iniquity aimed at out rightly abusing the Zambian motorists.

He has discloses that on October 29th and 31st, 2018, RDA and IMS, met to re-negotiate the concession agreement after a number of key stakeholders expressed concerns, after which the chief executive officer of RDA, wrote a report to the permanent secretary in the Ministry of Housing and Infrastructure Development outlining the outcomes of the negotiations which highlighted that the concession period of 17-years is excessive and does not correlate with the US$38 million investment.

He adds that the RDA CEO further highlighted that the unsolicited proposal from Lamise and Kapsch was procured without competitive procedures, pursuant to section 35(d) of the PPP wherein the project requires the use of intellectual property.

Mr. Silavwe states that the report contradicted Housing and Infrastructure Development Minister Ronald Chitotela’s statement in Parliament on December 13, 2018, that ‘Government did not single source Lamise or IMS on the integrated toiling system.
