Lack of legal backing causing delay in prosecution of cyber criminals-DORA

Chief government spokesperson Dora Siliya has justified the delay in prosecuting criminals that have been swindling members of the public using fake Facebook accounts.

Ms. Siliya says it is difficult for the Zambia Information and Communications Technology Authority (ZICTA) and the Zambia Police to prosecute cyber criminals due to lack legal backing.

She says much as such criminals can be indentified and reported to the police, they cannot be brought to book in the absence of a legal framework for prosecuting cyber crimes.

Ms. Siliya has told Journalists at a media briefing that it is for this reason that government has come up with the cyber security and cyber-crime bill, e-commerce bill and data protection bill.

She states that it is these bills, once enacted in law that will be used to control and punish the abuse of social media in the Country.
