The Zambia Council for Social Development (ZCSD) is disappointed by the failure by 105 Local Authorities in the country to produce Audit Reports from 2013 to 2015.

ZCSD Executive Director Lewis Mwape says this clearly demonstrates the break down in the rule of law and lack of compliance to Public Finance Management requirements.

He says this also confirms the lack of commitment by the PF government to promote accountability and transparency in Public Resources Management.

Mr. Mwape feels this is also a form of boycott by the Local Authorities for lack of funding from the Ministry of Local Government and have seen no need to be audited because they are not being funded by the central government.

Mr. Mwape has since called on the Minister of Local Government to immediately move in and ensure the challenges facing the Local Authorities are addressed.

He states that the failure by state institutions to produce Audit Reports is a serious demonstration of poor governance and absolute break down in the rule of law.
