Harrington wants appointment of Ministers outside parliament included in constitution

A former Commissioner on the Mung’omba Constitutional Review Commission says there is need to consider including the clause on the appointment of Ministers outside Parliament in the constitution during the amendment of the constitution.

William Harrington says appointing Ministers from outside Parliament is the only solution to recent concerns by President Edgar Lungu over the failure by some Minister to visit their constituencies.

He says the Zambian people unanimously submitted to the Mung’omba Constitutional Review Commission that Ministers should be appointed from outside Parliament and should not be Members of Parliament.

Mr Harrington says this will allow Members of Parliament to be in their constituencies when Parliament is on recess.

Mr Harrington states that those who will be tasked with amending the 2016 amended constitution should therefore consider including the clause on the appointment of ministers from outside parliament.
