Be sincere, State House challenged

State House has been challenged to be sincere with its reasons for justifying the delay by government to enact the Access to Information Bill.

Electoral expert MacDonald Chipenzi says the failed referendum on the expanded Bill of Rights should not be used as an excuse for delaying the enactment of the Bill into law.

Mr. Chipenzi says it is dishonest of the highest level to imply that the Bill of Rights is the best avenue to deal with the issue of the access to information bill.

In an interview with QTV News, Mr. Chipenzi notes that the Constitution already gives Zambians the right to come up with a law that guarantees them access to both government and private information.

Mr. Chipenzi states that this is what should be government’s focus as opposed to debating the failed referendum on the expanded Bill of Rights.
