Former Finance Minister Katele Kalumba has described as commendable government’s intention to maximize generation of domestic revenues.

Dr. Kalumba thinks that if government improves revenue collection internally as suggested in the 2017 national budget Zambia will have little need to contract foreign debt.

In an interview with QTV News Dr. Kalumba says this is why Finance Minister Felix Mutati must have set out to generate locally 65 percent of the K64.5 billion national budget for next year.

Dr. Kalumba who was Cabinet Minister under the Frederick Chiluba led MMD government thinks that this is what becoming creative in instruments for mobilizing revenue requires.

He says governments need to shift from the same middle class base of tax payers to a broader base of income earners.
