Dr. Kalumba is urging government to do so as it broaden its tax base by reforming its taxation policies.

In an interview with QTV News Dr. Kalumba has advised government to realize that it cannot devise intelligent ways of taxing the informal sector without having statistics on the sector.

Dr. Kalumba notes that this means that government will have to start counting businesses in the informal sector by registering them.

He says this can be done through the issuance of licenses, council registration and creation of cooperative bodies out of them.
