The challenge to enforce all 206 traffic rules enshrined under the Road Traffic Act has been cited as one of the reasons road traffic accidents are still high in Zambia.

Ministry of Transport and Communication Assistant Director for Road Safety Lubinda Sakanga says due to limited road safety enforcement personnel only up to 80 percent out of 100 percent of the 206 rules is what is currently being enforced.

Mr. Sakanga says this is because instead of the approved 1, 500 personnel structure the Road Transport and Safety Agency (RTSA) which has the mandate to enforce road safety only has about 300 out of which only 70 are enforcement officers.

Mr. Sakanga says the other challenge that road safety enforcement has is limited allocation of funds from the national budget.

He says road safety enforcement requires K1 billion a year.
