Former National Restoration Party (NAREP) Presidential Advisor David Kapoma says government must learn lessons from the failed referendum.

Mr. Kapoma says in as much as this was a missed opportunity for Zambia to have the enhanced Bill of Rights, it must be accepted by government that it did not do enough in preparing for this undertaking.

Mr. Kapoma says it was very clear that people did not understand anything about the referendum.

He says another thing that is clear is that people were focusing on elective positions and abandoning the referendum.

He says it was overshadowed by the elective positions and that is why it failed.

Mr. Kapoma says a referendum for it to be successful, should be held as an independent undertaking.
