The Center for Reproductive Health Education (CRHE) Executive Director Amos Mwale says the referendum has flopped because the government took time to release the Bill of Rights Draft to the general public.

Mr. Mwale says the people had little time to read through the provisions of the Bill of Rights and therefore it was difficult for them to take part in the exercise.

Mr. Mwale thinks if government released the draft on time, people would have had enough time to read it and vote from an informed point of view.

He says it was clear people were voting based on what their leaders told them.

He suggests that next time the government wants to hold a referendum, there should be enough time so that people will be educated and vote in the referendum from an informed point of view.
