The Agriculture Technical and Professional Staff Union of Zambia (ATPSUZ) General Secretary Joe Kamutumwa says unless Zambians are instilled with culture of paying back loans, the initiative by some political parties of giving loans to farmers remain a non-starter.

Mr. Kamutumwa says while the initiative of giving loans to farmers is progress politicians must not bury their heads in the sand because the repayment culture of loans by most Zambians is poor.

He tells QTV News that politicians must also bear mind that Agriculture unlike other sectors, is a complex sector which does not solely depend on giving loans to farmers for it to flourish.

Meanwhile Mr. Kamutumwa says it is on historical that small scale and medium farmers in the country have had difficulties in accessing title deed for farming because most of the land is under the custodian of the traditional leaders.

He said because of the difficulties in accessing land title deeds it is equally difficulty for small scale farmers to acquire loans.

Mr. Kamutumwa says worst still it difficulties for small scale farmers to acquire loans when they do not have collateral security.
