ECZ issues draft Electoral Process Regulations

The Electoral Commission of Zambia (ECZ) has come up with draft Electoral Process Regulations, 2016, aimed at disqualifying a political party or candidate in breach of the Electoral Code Conduct.

This follows the continued violence in the ongoing campaigns ahead of the August 11th elections.

ECZ Commissioner Fredrick Ng’andu has told a stakeholders meeting in Lusaka today that this is in exercise of powers contained in Section 110 and 125 of the Electoral Process Act 2016.

Mr Ng’andu says the draft electoral process disqualification regulations will assist the Commission in finding a way to disqualify candidates who breach the electoral code of conduct.

Mr. Ng’andu says the commission is concerned with the continued incidences of violence which are being witnessed during the campaigns.

And Lusaka Province Police Commissioner Nelson Phiri says those engaging in violence are being sponsored.

He has since appealed to political leaders to take responsibility and encourage their supporters to desist from engaging in violence.

Mr Phiri says much as the Police are working hard to stop the violence, political leaders can also assist in stopping the violence.

Meanwhile Mr Ng’andu says the commencement of the printing of presidential and parliamentary ballot papers in Dubai awaits the presence of the Patriotic Front representative.

Mr Ng’andu has explained that the commission started with the printing of the referendum, mayoral and council chairperson ballot papers instead of presidential and parliamentary ballot papers because the PF representative who is supposed to witness the process was not able to travel due to difficulties in obtaining a visa.
