Mr. Mweetwa who is also a Lawyer by profession says the amended constitution has created confusion in the governance system arising from the many errors because of it being hurriedly passed.

Mr. Mweetwa says Article 116 (e) of the amended constitution upon which the PF Government is basing the continued stay of Minister in office after the dissolution of Parliament was supposed to be removed together with the Article relating to appointment of cabinet ministers outside parliament.

He says government through Justice Minister Dr. Ngosa Simbyakula removed the article pertaining to the appointment of ministers outside parliament, but deliberately left Article 111 (e) leading to the current confusion as to whether ministers should remain in office after parliament is dissolved.

Mr. Mweetwa says the continued stay in office of ministers after Parliament is dissolved should therefore be treated as illegal.
