ACC arrest Livingstone Mayor for corruption

The Anti-Corruption Commission has arrested Livingstone Mayor Milford Maambo, Mosi-oa-Tunya ward Councillor Ziwa Malilo Ziwa and Former Acting Town Clerk Chabala Chanda for corrupt practices involving K164, 000.00

Mr. Mambo 46 of 2613/2113 of Dambwa North, Ziwa Malilo Ziwa aged 38 of Plot No.188 Off Lusaka Road and Chabala Chanda aged 41 of 16 A Makoma Road in Livingstone have been charged with 24 counts of Corrupt Practices offences.

The Offences range from unlawfully acquisition of plots which were subsequently sold to unsuspecting Livinkrgstone residents, forgery, and issuing of offer letters without laid down land alienation procedures contrary to the laws of Zambia.

The trio who denied the charges have since been released on Bond and were expected to appear for plea today before the Livingstone Magistrates Court.

In a related development, the Lusaka Magistrate Court has put former Ministry of Health Chief Human Resources Officer Henry Kapoko and 9 others on their defence after they were found with a case to answer in a matter involving corruption, money laundering, and theft of over K 6 million from the Ministry of Health.

Principal Resident Magistrate Exnobert Zulu yesterday found Kapoko, who is jointly charged with Zukas kaoma, Evaristo Mwaba, Roy Maswenyebo, Luke Makeche, Vincent Luhana, Chrispine Sichone, Nobert peleti, Justin Phiri, and Essau Banda, all officials from the Ministry of Health with a case to answer on 66 of the 67 counts they were charged with.

The charges included 20 Counts of Theft and Theft by Public Servant involving over K6.8 million, 46 Counts of money laundering involving 24 motor vehicles, 3 houses, 2 Lodges, 1 Filling station, 5 Banks Accounts and the purchasing of building materials.

They were also charged with one (1) Count of failing to account for being in possession of property suspected to have been stolen or unlawfully obtained.

Magistrate Zulu found all the accused persons with a case to answer on all counts except one. They will commence their defense on 3rd May 2016.

Mr. Kapoko was arrested by the Anti-Corruption Commission in 2009 following the unearthing of a scam involving corruption, theft, and money laundering at the ministry of information. Kapoko was recently convicted on one Count of Abuse of Authority of Office and one Count of Corrupt Practices by Public Officer in a related matter.
