Chipata based rights activist Alick Mwanza has praised President Edgar Lungu for launching the performance-based contract system for permanent secretaries.
Mr. Mwanza says this is especially that the work culture by some public service workers is frustrating and disappointing.
He says the laissez-faire attitude by the public service workers has contributed to the country lagging behind in many areas.
He points out that public service workers do not care about what time they report and leave their offices.
Mr. Mwanza says it is his hoped that the implementation of the performance based contract system will change the way of doing things in the public service.
