Hamududu tuitions govt how to get best from civil servants

Government has been advised to realize that the Country will only get the best from the public service if a performance based management system is implemented at all levels in the service.

Bweengwa Member of Parliament Highvie Hamududu says Zambia currently needs a performance based management system that comprehensively covers everyone working in public and quasi institutions.

Mr. Hamududu says this system should provide that everyone working in public service from the republican president to the last person in the service must have a contract.

In an interview with Qfm news Mr. Hamududu who is also chairperson on the Expanded Parliamentary Committee on Estimates notes this is order that civil servants begin to produce the desired results.

Mr. Hamududu has suggested the system he has referred must also provide that anyone not performing to the expected standards must also be removed from the public service.

He says the system he is calling for should therefore have an evaluation and assessment provision on which all servants should be evaluated against their performance and contract expected results.

Mr. Hamududu notes that with such a system in place it is also expect that government will begin to do more in terms of development and service delivery but with fewer resources.

He states that his hope therefore is that the launched performance based contract system for permanent secretaries in government institution will not remain a mere pronounce.
