Executive Director Boniface Cheembe says this is because clauses that could have made this possible have been left out from amendments that have been made to the republican constitution.

Mr. Cheembe has referred to the rejected clause on Provincial Assemblies as such a provision that could have helped to some extent in addressing the issue of the Barotseland Agreement.

He has told Qfm News that the clause on Provisional Assemblies is a provision SACCORD believed could have addressed the issues of empowerment of the people and greater service delivery at local level.

Mr. Cheembe states that this being the case, his organization is of the view the issue of the Barotseland Agreement as it stands must not however be politicized any more as is necessary.

He has particularly urged politicians to approach the issue with constructive dialogue in an open door policy.
