ZCSD bemoans downplaying of constitution enactment

The Zambia Council for Social Development (ZCSD) has expressed concern that President Edgar Lungu has continued to downplay the issue of enacting the Country’s new constitution.

The ZCSD has noted that President Lungu has continued talking about the Construction Bill being tabled in Parliament without talking about the need to have a legal framework to protect the content.

ZCSD Executive Director Lewis Mwape has told Qfm News that his organization expected that President Lungu in his address to Parliament should have spoken about providing a legal framework for the current constitution making process.

Mr. Mwape says the ZCSD believes that a legal framework is the best way to insulate people’s aspirations and wishes contained in the draft constitution.

He says in the absence of this insulation, his organization is urging all Members of Parliament to adopt the constitution Bills as they are without making any amendments.
