Harrington urges revocation of revised Police fines

Former Transport and Communications Minister William Harrington has called on government to revoke the newly introduced traffic fines especially the one relating to the use of seat belts.

Mr. Harrington has observed that the revised fines will only increase corruption among road traffic officers.

He says government should consider improving salaries and conditions of service for traffic Police officer so that the officers do not go on streets for purposes of topping up their salaries.

Mr Harrington who once served as RTSA Board Chairperson states that while he appreciates efforts made to address the challenges of road safety, the solution does not only lie in introducing unaffordable traffic fines, but in an aggressive sensitization and education campaign in line with RTSA slogan of promoting road safety through education, regulation and law enforcement.

and Some motorists in Lusaka have cried foul over the announced increase in fines and fees including traffic fines by the Zambia Police.

Simon Miyanda says the hike in fees and fines will only lead to increased corruption by motorists and Police officers.

He says police officers will take advantage of the high fines and fees to demand for something lesser than the stipulated fines which will be tempting to the motorists who would not be able to pay the fines.

And Liswaniso Sinyinza has lamented that the poor majority Zambians have continued to be subjected to the high cost of living.

He says much as the increase is in accordance with the law, the increment is too high considering that certain offences are not committed deliberately.

Jack Mwanza says the Zambia Police should have waited before increasing the fines and fees until such a time that government and the Police themselves had come up with a way of ensuring that the fines and fees collected reach the treasury.

He says there is need to come up with stiff measures to deter Police officers from engaging themselves in corrupt activities when it comes to collecting fines and fees.
