The Zambia Council for Social Development (ZCSD) says the splitting of some ministries may not respond adequately to the 2016 national budget.

ZCSD Executive Secretary Lewis Mwape tells Qfm News in an interview that much as the splitting of ministries is a good move, it is wrong timing citing that the country does not currently have enough resources.

Mr. Mwape says the separation of functions for the split ministries should also be carefully done noting that if or carefully done, some ministries will end up operating like directorates and not ministries.

He however explains that the splitting of ministries should have worked well under a new constitution as it would have given the president an opportunity to appoint compete people to manage the ministries who were going to come outside parliament unlike the case is nw.

Mr. Mwape says President Lungu should have waited to split the ministries maybe after the 2016 if at all the pf would return to power.

He however states that the presidential speech was inspiring to the people of Zambia and had substantial information.
