CSPR says objective of revised SNDP won’t be attained

The Civil Society for Poverty Reduction (CSPR) says the objective of the Revised Sixth National Development Plan (RSNDP) will not be fully attained at the end of its implementation period which is 2016.

In an interview with QFM News, CSPR Executive Director Patrick Nshindano says a number of impediments will led to the failure to achieve the objective of the RSNDP, among them centralized fiscal policy, lack of sufficient presence of expert human resources in rural areas and lack of a framework that links sectors to the objective of the development plan.

Mr Nshindano however says that some notable development under the RSNDP include development of infrastructure in the transport sector which has the ability to aid delivery of goods and services to rural areas and opening up economic activity.

He also notes that Zambia has to some extent recorded some progress though not fully achieved under the aspect of human resource development through converting colleges into universities and construction of universities and health institutions across the country.

Mr Nshindano points out that attaining the goal on increasing employment, industrialization and energy development are some of the challenges that would not be addressed by the year 2016 when the RSNDP will expire.

Mr Shindano says there is need for a framework that would link all sectors to the RSNDP in order for all sectors to work collectively to attain the objective of the plan.

The RSDNP runs from 2013 to 2016 and its main thrust is job creation, rural development and promoting inclusive growth, while investing in human development. Ultimately, its goal is to improve the quality of life for all Zambians.
