ACC arrest AFRICARE administrator for corruption

The Anti-Corruption Commission has arrested and charged an Africare employee for Corrupt Practices involving over K34, 000.00.

Patrick Luma, 31, OF Plot No. 321/100 Nationalist Road, Libala South in Lusaka, a Livelihood Administrator at Africare was yesterday arrested and charged with One (1) Count of Corrupt Practices by Private Person contrary to Section 20 as read with Section 40 of the Anti-Corruption Act No. 38 of 2010 and Three (3) Counts of Obtaining Money by False Pretences contrary to Section 309 a(1) of the Penal Code of the Laws of Zambia.

ACC Acting Spokesperson Dorothy Mwanza says details are that Patrick Luma, on dates unknown but between the 30th of March 2010 and 30th November 2010 in Kabwe, Central Province, being a private person employed as Administrator Livelihood at Africare solicited for two thousand Kwacha (K2000) and actually received two thousand Kwacha gratification from Mary Chiwala Mwansa the Executive Director of Nsungeni Orphanage as an inducement or reward for himself to facilitate for more funding for Nsungeni Orphanage from Africare to assist Nsungeni management with preparation of the report.

Ms Mwanza says Luma is further charged with Obtaining Money by False Pretences with details in count one being that on dates unknown but between the 30th of April 2010 and 30th November 2010 in Kabwe, Central Province, with intent to defraud or deceive Africare, Luma obtained twenty thousand Kwacha(K20,000) from Eddie Nchimunya Himoonde, the Executive Director of Central Youth Development Organisation by purporting that the said Central Youth Development Organisation was overpaid by Africare when in fact not.

In Count 2, Luma on dates unknown but between the 30th April 2010 and 30th November 2010 in Kabwe, Central Province, with intent to defraud or deceive Africare obtained seven thousand five hundred Kwacha (K7,500) from Bethwell Chikota of Childcare Society by purporting that the said seven thousand five hundred Kwacha (K 7,500) was to be receipted and given back to the accountant when in fact not.

In Count 3, Patrick Luma on dates unknown but between the 30th April 2010 and 30th November 2010 in Kabwe, Central Province, with intent to defraud or deceive Africare obtained four thousand eight hundred Kwacha (K4,800) from Neddie Banda, the Chairperson of Victory Support Group that the said four thousand eight hundred Kwacha (K4,800) was an over payment to be paid back to Africare when in fact not.

Luma has since been released on Bond and will appear in court on the 11th of August, 2015.
