Govt constitution route is retrogressive – ZCSD

The Zambia Council for Social Development (ZCSD) has observed that the route taken by government of publishing the constitution bills and later take them to Parliament for debate is not progressive.

ZCSD Executive Secretary Lewis Mwape says what is needed is a legal framework to protect the contents of the final draft constitution as the people submitted.ZCSD-Executive-Director-Lewis-Mwape.

Mr. Mwape notes that once the constitution goes into Parliament, parliamentarians have the freedom to change anything they feel should be changed.

He states that the Zambian people already made submissions and do not want anything from what they submitted.

Mr Mwape notes that the publication of the two bill means that the country will still have to go back to debate the constitution which he says is a setback.

He says the country should by now have a new constitution in place adopted by way of a referendum.

Mr. Mwape further states that the issue does not lie in the constitution bill, but the legal framework to instill confidence in the people of Zambia that their expectations as regards the constitution will be met.
