Speaker counsels MPs to be factual in debates

Speaker of the National Assembly Patrick Matibini has urged Members of Parliament to verify any report before they refer to it in their debates on the flow of the house.

Dr Matibini says this will not only ensure that the public is not misinformed but also help to uphold the dignity and decorum of the house.Speaker 2

He reminded Members of Parliament that the house has been guided before that members must debate factually and refrain from making statements and innuendos which are not based on fact.

Dr Matibini said this when he delivered ruling on a point of order raised by Information Minister Chishimba Kambwili on Friday, 10th July, 2015, who wanted to know whether it was in order for Monze central MP Jack Mwiimbu to insinuate that government through his office had warned Chiefs in southern province, when in fact in his statement he warned advocates of secession of southern province from the rest of Zambia.

The Speaker in his ruling however noted that the point of order by Mr Kambwili was raised a day after the debate was concluded and therefore could not be admissible.
