Constitution amendment Bill coming – Wina

Republican Vice President Inonge Wina says the Bill to table non contentious clauses of the draft constitution is almost ready for presentation before Parliament.

Ms. Wina says government is currently in the process of having the Bill printed by the Government Printers after which it will be made available to the public.

She has encouraged people in the country to critically analyze every detail of the Bill and make their recommendations once it has been publicized.

Ms. Wina disclosed this in Parliament this morning during the vice president’s question time in response to a question by Kwacha Member of Parliament Boniface Mutale who wanted to know when government will table non contentious clauses of the draft constitution.

And Ms. Wina has dismissed insinuations that by allowing the increase in Inonge-Wina-Veepthe pump price of fuel at a time the country is facing a power deficit, government is in fact punishing the Zambian people.

She says there is need to be mindful that the Energy Regulation Board (ERB), which announced the increase in the price of fuel, is an independent body that makes decisions by the dictates of the situation to enable the country’s economy run effectively and efficiently.

The Vice president was responding to a question by Mafinga Member of Parliament Catherine Namugala who wanted to know why government has allegedly punished its own people by increasing the price of fuel when there is electricity load shedding in the country.

Meanwhile Ms. Wina has also told the House that government has been consulting with relevant stakeholders with respect to the high arsenic content in copper concentrates Konkola Copper Mines (KCM) has been importing from Chile.

Ms. Wina has named the Ministry of Mines, Energy and Water Development, the Ministry of Lands, Environment and Natural Resources and the Zambia Environmental Management Agency (ZEMA) as some of the relevant stakeholders it has been consulting.

She has assured Member of Parliament that the issue of the copper concentrates KCM has been importing is therefore receiving the utmost attention it deserves and will be finalized in a prudent manner.
