100,000 civil servants face tranfers

ABOUT 100, 000 civil servants will be transferred from Public and Teaching Service to Local Government Service once functions are devolved in line with the National Decentralization Policy.

Primary Education, Primary Health Care and Agriculture Extension Services are the initial functions which will be devolved in the first phase of the decentralization process.

Acting Secretary to the Cabinet Peter Kasanda says it is clear from the Decentralization Policy that circular no. 10 of 2014 which inevitably calls for the transfer of such a large number of civil servants across Service Commissions already poses a serious challenge.

Ambassador Kasanda who is also Deputy Secretary to the Cabinet says the success of the national decentralization policy, however, relies on the immediate addressing of this challenge.

He since directed all Service Commissions, the Decentralization Secretariat and other affected institutions to rise to the challenge forthwith and provide the necessary facilitation of this ongoing process.

Ambassador Kasanda was speaking in Lusaka this morning when he opened a meeting of Service Commissions and senior officials for the commencement of the implementation of the Human Resource management provisions of circular 10 of 2014 of the Revised National Decentralization Policy.
