The Young African Leaders Initiative (YALI) wants Government to take all clauses of the Draft Constitution that do not require a Referendum to Parliament for debate and enactment.

YALI Governance Advisor Isaac Mwanza believes that taking the entire document to Parliament will afford citizens to understand from their representatives’ debate on which clauses are contentious and which ones are non contentious.

Mr. Mwanza furthermore believes that Government is failing to tell Zambians the basis on which it claims to separate on that are contentious from those that are non-contentious.

He says the only best thing the Minister of Justice Dr. Ngosa Simbyakula can do is to submit the entire Draft Constitution, with the exception of the Bill of Rights, to Parliament.

He states that if Government wants Zambians to choose which clauses they want subjected to amendment, they will discover the entire document will once again be up since the Draft Constitution largely represent the same views that stakeholders had largely submitted to constitution reviews commissions and the Technical Committee.
