Tabling of contentious clauses long overdue – Simutanyi

Political analyst Neo Simutanyi has observed that the tabling of non contentious clauses in the final draft constitution in Parliament for amendment is a long overdue undertaking.

Dr. Simutanyi says while the question of a national constitution referendum remains a subject of discussion, he thinks there are some provisions in the draft constitution that can still be passed without Simutanyiholding a referendum.

He cites provisions such as the fixed date for the general election, the vice president running mate clause and the Chairperson of the Electoral Commission of Zambia (ECZ) being the returning officer for the general election as some of the non contentious provisions that should have been passed by now.

Dr. Simutanyi states that the Patriotic Front government should be wary that people in the country do not want to be taken by surprise with respect to the new constitution.

The Center for Policy Dialogue (CPD) Executive Director has told Qfm News by telephone that President Edgar Lungu owe it to the Zambian people to ensure that before the end of 2015, all provisions of the final draft constitution that have been agreed upon are passed by Parliament.
