Mining tax changes will distort budget – Chileshe

Business Consultant Lawrence Chileshe says the move by Government to adjust the 2015 Mining Tax Regime will adversely distort the 2015 National Budget and send a negative message to would-be investors and the donor community.

Mr Chileshe a former assistant General Manager of the Chamber of Mines says an almost mid-year adjustment of a potential and substantial revenue is unprecedented and rarely done globally.

Mr Chileshe says this is because of the damage such an adjustment can do to any economy.

He says Government should have done what the MMD Government did in 2008, when the Windfall Tax calculations were found to be distorted, yet the adjustment to mining tax was done in the following year, in 2009, and still collected the taxes from the mines.

Mr Chileshe states that any negotiation must produce a win-win situation, but that this is not the case with the PF Government which he says is coming empty handed from the negotiating table.

He adds that this has raised alarm signs regarding hopes of economic prosperity under the PF regime.
