National Restoration Party (NAREP) President Elias Chipimo says the holding of a constitution referendum is necessary.
Mr Chipimo has stated the referendum can be held without conducting a national census, adding that many countries have done this and Zambia can do it.
He says a referendum is needed because some clauses in the current constitution have to be amended which are going to affect the bill of rights.
Mr Chipimo adds that the country also needs a referendum to give the full endorsement and backing of the people for the constitutional document even if they are not changing the bill of rights.
He says failure to hold a referendum will be denying the people of Zambia the right to get involved in the constitution making process.
Mr. Chipimo further states that money should not be an issue considering that there are many well wishers who are willing to assist only if the country is able to demonstrate a genuine commitment towards the constitution making process.
