DEC arrests LCC worker 44 for money laundering

The Drug Enforcement Commission (DEC) has through its Anti-Money Laundering Investigations Unit arrested a 44 year-old System Analyst at the Lusaka City Council for money Laundering activities involving over K1, 000.

Martin Manyanga Bwalya, 44, a System Analyst of House No. 2195, off Kazembe Road in Matero Township, Lusaka, has been arrested for theft by servant, fraudulent false accounting and unauthorized interference with data contrary to the laws of Zambia.

Particulars of the offence are that Martin Manyanga Bwalya a System Analyst under IT Unit at the Lusaka City Council on dates unknown but between 1st June, 2014 and 30th November, 2014 jointly and whilst acting together with other persons unknown did steal money amounting to K1, 588.08 property of the Lusaka City Council.

It is alleged that Martin Manyanga Bwalya did engage in an act of fraudulent false accounting in his capacity as payroll Administer where he inserted an account number for a known bank against a deceased employees’ name for the council purporting to show the deceased’s account received his June salary when in fact not, therefore benefitting himself.

It is further alleged that the suspect did interfere with data on Lusaka City Council payroll system fraudulently to suit himself without authority.

Meanwhile the Commission has in the last two days arrested more than thirty (30) people countrywide for unlawful cultivation and trafficking in various quantities of cannabis.

On the Copperbelt, the Commission has arrested and jointly charged Shadreck Chimwanga, 33, a driver of Mokambo boarder in Mufulira and a 15 year old boy of the same area for unlawful cultivation of fresh cannabis plants weighing 82kg.

Also arrested on the Copperbelt is a 16 year old boy of Mukambo boarder for trafficking in 4kg of cannabis concealed in a school bag and Moses Kansele, 21, a peasant farmer of Kamatipa compound in Kitwe for trafficking in loose cannabis weighing 38kg.

And in western Province, the Commission has arrested Chiwesa Kazika, 32, of Milumbwe area in Luampa District for unlawful cultivation of fresh cannabis plants weighing 58.44kg and Musole Kandada, 46, a peasant farmer of the same area for trafficking in 3.64kg of loose cannabis.

All suspects will appear in court soon.
