Returning Officer for second PF general conference applies to join Sampa, Lungu’s case

LUSAKA-LAWYER-MUTALE-KAULUNGOMBEReturning Officer and prominent lawyer Germano Kaulongombe who conducted the second General Conference that purportedly elected Miles Sampa as PF President has applied to join Thursday’s court case as a friend of the Court.

Mr. Kaulungombe has sworn an affidavit stating that Mr. Sampa was not declared as winner as the court injunction barring the holding of the General Conference was also served on him as Returning Officer.

Mr. Kaulungombe has also disclosed that the organisers of the second General Conference ensured that service of the court documents was not done by taking steps by hiding former Secretary General Bridget Attanga.

He also insists that the court should recognise that a Quorum was not formed to validate an election of a PF President as required by the PF Constitution.

He also disclosed that attempts by Anthony Kasolo to show that a Quorum was formed, and the production of a purported Note to Court written to another commissioner Ann Mwitwa Mwewa, constituted a fabrication as no delegates had left the conference and the Register showed that no such Quorum was formed.

The case in which Miles Sampa wishes to be joined to the Consent Judgment that declared Edgar Lungu as Party President comes up tomorrow before Judge Mungeni Mulenga.

Mr. Sampa has also applied for the court to set aside the Consent Judgment that declared Edgar Lungu the sole presidential candidate of the Patriotic Front .

Also pending in the same court are contempt charges against Miles Sampa, Anthony Kasolo, Bridget Attanga, Sylvia Masebo and Daniel Munkombwe for disobeying a court order and conducting an illegal conference.
