Indecision of controlling officers worries Kalumba

Former Finance Minister Katele Kalumba has expressed concern on the huge sums of money lying expended in government Ministries as recently revealed by Finance Minister Alexander Chikwanda.

Dr. Kalumba says want can only explain such a situation would probably be indecision or uncertainty on the part of controlling officers given the political management of government which he says needs to be looked at closely.

He says he understands that when people are uncertain about what will happen if they make particular decisions, it usually happens that they do not spend even the money that has been allocated for expenditure.

Dr. Kalumba notes that for instance one would wonder whether the reason why farmers are not being paid by the Food Reserve Agency (FRA) should be attributed to not having money or that people are only uncertain on how to go about spending the available money.

He says such a trend is unfortunate and needs to be streamlined in a way that someone takes bold leadership by ensuring that controlling officers begin to expend money as allocated to them.
