The Zambia Law Development Commission (ZLDC) has advised government to fix the amended constitution.

ZLDC Acting Deputy Director Sharon Williams says there is need for government to address the shortcomings in the constitution.

She says the commission is determined to ensure that the constitution is fixed in the long term so that it stands the test of time.

And Ms. Williams says the commission has recommended that government repeals and replace the Mental Disorders Act so that it is brought in conformity with the constitutional provisions.

She says this is because the Act violates the dignity of persons with mental disabilities by using derogatory terms to describe them as provided in section 2, 4 and 5 of the Constitution.

Ms. Williams says the Act also discriminates against persons with mental disabilities in that it denies them the right to legal capacity and fails to recognize their ability to live independently.
