Harry Kalaba – Foreign Affairs Minister

Foreign Affairs Minister Harry Kalaba has assured the international community that the security measures announced by President Edgar Lungu following the invocation of article 31 will not result in a curfew.

Speaking in Lusaka today when he met diplomats accredited to Zambia to brief them on the state of security in the country, Mr Kalaba says the freedom of movement of the people will equally not be affected

Mr. Kalaba says the rights of citizens will not be infringed upon as the justice system remains intact as assured by President Lungu.

He has explained that Article 31, which is a declaration of a situation relating to threatened emergency, is not the same as Article 30, which relates to a declaration of public emergency commonly known as State of Emergency.

Mr Kalaba has emphasized that the proclamation made by President Lungu is not a State of Emergency, but rather a measure put in place to heighten the preservation of public security, key installations, and the safety of the citizens and their property.
